There is no one answer to that question. It varies so much from place to place (geography and even individual ranches) that's it not funny.
In South Texas on a heavily managed ranch a 155" 8 point may be a management buck because they're trying to remove all '8 point' genetics from the herd. Contrast that to other areas where the age structure may be out of whack and perhaps they're trying to remove older inferior deer from the herd (think anything 2.5 years and older with less than 8 points).
In some areas this may mean removing narrow racked deer, or short tined deer... deer with weak brows, etc.
Essentially a management buck is any deer that does not possess the characteristics that you want to continue/pass along in your herd.
